The Minister for ACC is pleased to announce the appointment of three new members to join the Board of ACC on 1 February 2021.
“All three bring diverse skills and experience to provide strong governance oversight to lead the direction of ACC” said Hon Carmel Sepuloni.
Bella Takiari-Brame from Hamilton is an accountant with an international career with experience in regulated industries, treasury, bank financing and audit and risk. She is a director with Crown Infrastructure Partners, the Lines Company, Braemar Hospital, Te Ohu Kaimoana, Maniapoto Māori Trust board, and a Council Member of Te Wānanga o Aotearoa. She is affiliated with Ngāti Maniapoto, Waikato-Tainui, Ngāpuhi and Te Whānau ā Apanui.
Pat Bowler, who is an experienced Wellington lawyer and previous Chair of Russell McVeagh. He has significant legal experience providing advice to the Crown, Crown agencies, and SOEs on some very complex public and private sector transactions and litigation, including the integration of commercial and governance objectives.
The third member is Dr Helen Nott, an experienced Australian director currently serving on the boards of QBE Australia Pacific, Healthdirect Australia and Paralympics Australia, where she is Vice-President. Dr Nott has a background in insurance in overseas markets, investment analysis, and experience in large scale business transformation and customer service.
The Minister is also pleased to confirm James Miller in his role as Deputy Chair.
Mr Miller is an experienced director with substantial experience in financial markets, investment management, and commercial governance who is in his eighth year on the board of ACC and is Chair of ACC’s Investment Committee.

Bella Takiari-Brame is an accountant with an international career at Shell culminating as Treasury Centres Controller. Ms Takiari-Brame is now a Director for Te Ohu Kaimoana; Member of the Maniapoto Māori Trust Board and a Council Member of Te Wānanga o Aotearoa. She is an independent Member of the Audit and Risk Committee for Waikato-Tainui. Her experience in regulated industries, treasury, bonds, and bank financing will be useful to the Board. She also brings audit and risk experience and can become Chair of the Audit and Risk Committee.
Patrick (Pat) BOWLER
Pat Bowler is a very experienced lawyer and consultant for Corporate Advisory at Russell McVeagh. He has advised Crown agencies, and SOEs on some of the most complex public and private sector transactions and litigation, including the integration of commercial and governance objectives. Mr Bowler was General Counsel at Mobil Oil NZ Ltd before becoming a partner of Russell McVeagh in 1984. He has advised boards of Māori entities, private companies, statutory corporations and many Crown entities including New Zealand Trade and Enterprise, New Zealand Railways Corporation, EQC and ACC. He was interim General Counsel at EQC for part of 2019. He brings deep and expert legal skills along with creative thinking to assist the Board addressing strategy when considering statutory obligations, transactions and complex litigation.
Dr Helen NOTT
Dr Helen Nott, of Sydney, is a director of QBE Pacific, QBE Australia and New Zealand, and Chair of the Investment Committee for QBE Australia Pacific. She is an Independent Director and Vice President of the Paralympics Australian Committee, with experience on audit and risk committees. Dr Nott was previously a member on the Antidiscrimination Working Group of the Insurance Council of Australia. Her career commenced as a software engineer and research scientist, then she was an associate director at PwC in Corporate Finance, was Head of Strategy QBE Australia and New Zealand and was Group Strategy Lead for IAG (Australia). Dr Nott will bring a number of required skills to the Board in insurance in large overseas markets, investment analysis, large scale business transformation and customer service focus.
